Why Fish Here

The Weber is one of the few Utah rivers where the public access question has been settled in court. A 2017 Utah Supreme Court decision opened about forty miles of the upper river in Summit County, from Holiday Park down to Echo Reservoir, to water-based recreation within the riverbed below the ordinary high water mark. You still have to get in and out at public points or with permission, and you cannot step above the permanent vegetative line. Between Wanship and Echo it is artificial flies and lures only, limit two trout.

How To Fish It

Best rigs: Hopper-dropper Aug-Sept; stonefly nymphs deep in runs

Bait and lures: Flies, single-hook spinners

Best time: Morning & evening. Season: All year

Local tip: Big browns between Oakley and Echo. Whitefish save winter trips.

Species Playbook

Brown Trout

Rig: Fly: sow bug/zebra midge under indicator; Spin: single-hook Rapala or spinner

Bait: Flies (sow bugs, streamers), Rapalas, worms after rain

When: Dawn, dusk, and overcast days; fall (spawn season) fires them up

Wary and smart. Downsize line to 4 lb fluoro on clear days.

Mountain Whitefish

Rig: Small beadhead nymph or tiny jig near bottom

Bait: Zebra midges, wax worms, small nymphs

When: Winter! They bite all day when trout won't

Native, underrated, and they'll rescue any winter river trip.

Cutthroat Trout

Rig: Strawberry: white tube jig 15-30 ft; Bear Lake: troll minnow-profile lures

Bait: Tube jigs, dead minnows (where legal), dry flies in creeks

When: Morning bite is king; ice-off is legendary

The Bonneville cutthroat is Utah's state fish. Strawberry slot: release cutts 15-22 in.

The Weber is a DWR Blue Ribbon fishery in Summit County, and it draws far less attention than the Provo does. Below Echo Dam, every cutthroat trout or trout with cutthroat markings must be released immediately, and common carp are the only nongame fish you may keep.
