Why Fish Here
Willard Bay is a freshwater reservoir built on the Great Salt Lake floodplain, held in by an earth dike and natural shoreline that together enclose about 20 miles. It sits at 4,200 feet, 12 miles northwest of Ogden, so you get a warmwater mix of wipers, walleye, crappie and catfish rather than the trout you would find up the canyons. Two developed areas, north and south, each have their own ramps and camping. Willard is also one of the few Utah waters where commercially sold, preserved gizzard shad is legal bait.
How To Fish It
Best rigs: Cast shad-pattern crankbaits into boils for wipers; jig+crawler along the rocks for eyes; bobber+jig in the marinas for crappie
Bait and lures: Crankbaits, curly grubs, crawlers, cut bait
Best time: Dawn on the north dike for wipers; dusk for walleye & cats. Season: May-September
Local tip: Wiper boils erupt when terns start diving - run, don't walk. Light north breeze + overcast = best wiper weather.

Wiper (Hybrid Striper)
Rig: Cast crankbaits or white curly-tail grubs into surface boils
Bait: Shad-pattern cranks, spoons, swimbaits
When: Dawn patrol along the dikes, May-September
Freight train on a line. Watch for churning shad on the surface.
Walleye
Rig: Bottom-bouncer + worm harness; jig + minnow/plastic
Bait: Nightcrawler harnesses, curly-tail grubs, jerkbaits at night
When: Low light - dawn, dusk, after dark; spring spawn run
Fish slow along rocky points and dike edges. Best eating in Utah.
Black Crappie
Rig: 1/16 oz marabou jig 2-6 ft under a bobber near structure
Bait: White/pink jigs, minnows under a slip bobber
When: Dusk into dark; spring spawn near brush
Twitch it, pause it - the bite is a soft 'tick.' Powell's spring crappie bite is elite.
Channel Catfish
Rig: Carolina/sliding-sinker rig on bottom, circle hook
Bait: Nightcrawlers, chicken liver, hot dogs, stink bait, carp meat
When: Evening into night; hot summer nights are best
